The Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone is a key project promoted by the Chinese government to advance the construction of the Guangdong-Hong Kong-Macao Greater Bay Area(GBA). And it is located in the south of Futian District, Shenzhen, Guangdong Province, bordering Hong Kong. At present, the governments of Shenzhen and Hong Kong work together with complementary advantages to fully develop it into an important pole of the international sci-tech innovation center.
On June 11, there were 10 pilot platforms inaugurated simultaneously in the Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, with the aim of pooling efforts to build an international first-class pilot transformation service platform. These pilot platforms connect innovation at one end and industry at the other, continuously providing innovative achievements for the Greater Bay Area construction.

Enterprises complete the pilot testing under governmental assistance
Pilot testing is the abbreviation of intermediate factory testing. It refers to small-scale production simulation testing. It is a relatively smaller-scale test before large-scale mass production and also an indispensable part from small-scale testing to industrial production. The pilot platform is regarded as a bridge connecting the laboratory and the application field and an escort ship helping enterprises cross the " valley of death. "
Therefore, the Chinese government has rolled out a series of policies to fully support enterprises in completing pilot testing.
At the beginning of 2024, the “Implementation Opinions on Pilot Innovation and Development of Manufacturing Industry”, published by the Ministry of Industry and Information Technology and the National Development and Reform Commission of China, proposed that by 2027, the pilot development in Chinese manufacturing industry will achieved remarkable results. That means the advanced pilot capacity will be formed faster, a high-quality and efficient pilot service system will be further improved, and the pilot development ecology will be more robust, so as to provide strong support for the industry’s high-quality development .
As the only special platform in the GBA themed on sci-tech innovation, Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone has its unique advantages, namely, one river with two banks, one district with two parks, cross-border borders, and cooperative development, so that it has undertaken the important task set by the Chinese government to build an " international first-class pilot transformation base. "
Zhongguancun Hard Space Group Co., Ltd., the largest group for pilot industrial service in China, has embarked on laying out a pilot platform for AI terminal testing in the Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone.
The Hong Kong Applied Science and Technology Research Institute(ASTRI) has also planned to set up a three-dimensional packaging laboratory with high-frequency and high-power modules in the same place.
While based on Shenzhen and Hong Kong and facing the international community, the Chinese government has essentially achieved the full coverage of pilot capacity in key industries in Shenzhen, which is conducive to driving the formation of a number of technological innovation and industrial innovation by pilot testing.

The pilot transformation service system is more perfect
The pilot platform, a link between the laboratory and the application field, is a key part in the sci-tech achievements transformation, as well as an integral part of the innovation system and an important support for the modern industry system.
The 10 pilot platforms inaugurated this time include not only four completed pilot platforms, namely, intelligent and automated drug discovery, embodied AI robot, compound photonic chip and the proof-of-concept of smart healthcare robots, but also six pilot platforms to be established, involving three-dimensional packaging with high-frequency and high-power modules, new photoelectric materials and imaging devices, electro-optics instruments, AI terminal testing and intelligent engineering biology.
Currently, the Futian District in Shenzhen is speeding up promoting the " Four Ones " action program around the goal of building an international industrial pilot agglomeration area, which includes:
A support policy: Publish pilot platform support policies to provide the full-process support for the establishment and operation of pilot platform;
A pilot industrial park: Carry out appropriate centralization of a batch of pilot conversion open sharing service platform, relying on the completed industrial park;
A pilot transformation fund: Explore the establishment of a government-led, market-oriented pilot guidance fund to help the sustainable development of the pilot platform ;
An operational service team: Set up a professional operation service team to provide international first-class pilot transformation services.
The Chinese government is continuously perfecting the pilot transformation service system, so that excellent products and technologies can finish the pilot testing as soon as possible and later head to the markets.

“The Pilot Transformation Base” is a national strategy of China
On August 29,2023, the State Council of China issued the “The Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone Development Plan ”, which deployed main task from four aspects. It clearly proposed to speed up the pilot transformation from research and development(R&D) to engineering, and to build an international first-class pilot transformation service platform.
The four aspects of the task are as follows: First, collaborate with Hong Kong to promote international sci-tech innovation, promote the coordinated development of Shenzhen and Hong Kong parks, support the advancement of the development level of advantageous disciplines in Hong Kong and Macao universities, and jointly build an international first-class sci-tech innovation platform.
Second, build an industrial pilot transformation base with international competitiveness, promote the breakthrough development in the new generation of information technology industries, support advanced biomedical technology innovation and application, and accelerate the layout of AI and digital economy development frontiers.
Third, establish an international sci-tech innovation system and mechanism, facilitate the entry and exit of scientific research personnel, implement goods separate management, innovate the supervision of cross-border flow of funds related to scientific research, explore the safe and orderly flow of international Internet data to across borders, accelerate the establishment of a higher level of intellectual property protection system, and establish a highly convenient market access system.
Fourth, build a sci-tech cooperation platform that gathers global wisdom, deepen international communication and cooperation, construct an international innovative talent port, improve all-round scientific research services, and shape an international high-quality scientific research living community.
“The Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone Development Plan ” also pointed out that by 2025, a highly efficient Shenzhen-Hong Kong sci-tech innovation coordination mechanism will be basically established, and the open cooperation of Shenzhen-Hong Kong sci-tech innovation will achieve positive results; the overall reconstruction of Huanggang Port will be completed, cross-border infrastructure will be interconnected, and innovative customs clearance inspection models with efficient operation will be realized; the supervision model in Shenzhen park is going to be maturely operated, and the factor mobility and innovation chains with the Hong Kong Park will be basically smooth, and personnel communication will be unobstructed; research management system which is fully connected with Hong Kong and the international community will be established, there will gather a number of key laboratory clusters, excellent research centers, and top enterprise R & D centers, which are related to Hong Kong and international advantageous disciplines, and a series of significant achievements will be achieved in the sci-tech cooperation with Hong Kong. By 2035, the landscape of collaborative innovation with Hong Kong Park will be fully formed, the degree of internationalization of sci-tech innovation will be in a leading position in the world, innovative elements will flow across borders freely and orderly, and a number of world-class innovation carriers and top sci-tech enterprises R&D center will be cultivated, becoming a world-class scientific research hub so as to strongly support the construction of the Guangzhou-Shenzhen-Hong Kong sci-tech innovation corridor which is the international sci-tech innovation center in the GBA.

By 2035, the landscape of collaborative innovation with Hong Kong Park will be fully formed, the degree of internationalization of sci-tech innovation will be in a leading position in the world, innovative elements will flow across borders freely and orderly, and a number of world-class innovation carriers and top sci-tech enterprises R&D center will be cultivated, becoming a world-class scientific research hub so as to strongly support the construction of the Guangzhou-Shenzhen-Hong Kong sci-tech innovation corridor which is the international sci-tech innovation center in the GBA.
